Where to find a high level staryu in Pokemon leaf green?

I want to get a Starmie for the Elite four so I can teach it Tm 13 to beat Lance. I have a lvl 21 staryu but I dont feel like lvling it up to 45. Anywhere I can find like a lvl 30?
