To some extent, yes. You would have more of a variety of personality attributes. I do believe that many people who are on the cusp of one or more signs tend to prefer a partner who strongly embodies one sign because it is grounding and they know what to expect. You must also look at what the cusp signs are. Libra/Scorpio for instance (my father as an example) has the fun loving traits of both Libra and Scorpio but can also be very moody and reclusive (Scorpio) which he snaps out of after some time to himself (Libra).
