Team fortress 2 collecting items ingame?

So I've got a lots of hats and all that ingame, and I got this hat (a vintage one) that was in lvl 69, some of the people on the server I was on, said that it is an collecting item, that it was more valuable than other hats with levels. some people said that all hats with lvl 0, 1, 33, 69, 99, 100 or something, are collecting items/more valuable items. Is this true?
