How To Make a Milotic learn Dragonbreath in Pokemon Emarald?

I was seeing that milotic can learn dragonbreath by breeding, but i don't know how that works. Do I just put my male salamance with a female feebas in the breeding spot, or do I put it with a female milotic? Will it hatch into a feebas that's going to learn dragonbreath at lvl 22 by evolving it to a milotic? or Is it going to hatch into a lvl 5 milotic that wil learn dragonbreath at lvl 32? Does it learn dragonbreath at lvl 32 or can it be sooner or later? I know I ask too many questions, but I've never done does thing so Plez help me!!!!!!!!
